Access management, patching, firewall administration, monitoring and tested backups reduce different kinds of risk. No single control replaces the others.
Make recovery operational
Recovery responsibilities, escalation paths and documentation must be clear. A backup is only useful when restoration has been tested and the organization knows how to respond.
